Welcome to the latest edition of The Clarke Report, a supplement to CargoWise's WiseTimes newsletter, which provides updates and information specific to ediEnterprise and the UK Customs industry.

ediEnterprise Updates

Inventory MUCR Messaging Using 'Operational Actions'
ediBrokerGB now supports operational actions. Users now have the ability to supply or calculate a MUCR and to send the associate or close message to Chief for several jobs in one fell swoop. If you have several declarations that are not yet associated to MUCRs, it is now simple to supply the MAWB number or full MUCR for each of the relevant declarations and send associate messages for each, all in a couple of clicks. Chief Interrogation
You can now send most of the interrogation messages to Chief. These are messaging equivalents of existing HCI functions such as the DEVD command, and allow you to query an entry's status, history or movements. The most powerful feature is the ability to reply to an HMRC query (such as that raised in an S6 or N6 report) directly within ediEnterprise. MORE >

CFSP - SFD and FSD Wizards
You can now use two new wizards to create CFSP entries. Specifically, the initial SFD frontier declaration and the final FSD summary. The SFD wizard asks a few questions and creates a single-line SFD in just a few clicks. The FSD wizard allows you to send a final declaration for a named importer, including the counting of the SDI and SDW declarations done in the period. MORE >and MORE >

Box 47 Taxes
ediEnterprise now stores Chief-generated tax information in the box 47 matrix. These are then shown on the C88 and a percentage is calculated and shown for convenience. The method of payment is also intelligently selected based on the box 48 values. MORE >

A few new MCP messages are supported, including the LUM, CSN and RRA01 messages. MORE >

Industry Notes

Import Control System (ICS)
Not to be confused with the import customs status mentioned above, ICS is an EU-wide import pre-lodgement system for risk analysis. From January, carriers or their nominated agents must pre-declare imports to the expected EU country of first arrival. That country will then analyse the declared data and decide whether to allow the shipment to arrive (or in the case of deep sea, to even depart). The risk data will be shared with any other EU country on the expected itinerary. Note that this does not remove the need to make the Chief import entry.

ediEnterprise will support ICS when the UK is the scheduled first port of call ("office of first entry" in ICS speak) in the EU. This will allow forwarders to make the entry summary declarations on behalf of carriers, whose ultimate responsibility the declaration remains. When the UK is second or later in a vessel's itinerary ("subsequent office of entry"), carriers must still send the data to the country into which the vessel first docks, who will then share it with the UK. When a vessel is due into the UK but is diverted to another member state, this diversion notification must be sent to the original office of first entry, who will then notify the UK. ICS expands the concept of the MRN (movement reference number) beyond ECS and NCTS to the domain of international imports.

Testing in the UK has commenced. CargoWise were second in the world to connect to HMRC for upload of an entry summary declaration to their test server. We were pipped to the post by Hong Kong giant OOCL.

CNS Partnership
CargoWise were recently listed as proud partners of CNS, the Southampton-based CSP, due to our being one of the first in the country to connect to their new CCMI product, a web-service interface into their new Compass product. Their support for their old API will shortly be phased out, and CCMI will be the only way to reach Chief. ediEnterprise has supported CCMI since 2009.
